Authorizes the department to contract to conduct such reviews. Provides an appeals process to resolve disputes about claims or recoupment for such services under the program. Requires an appropriation for funding the state share of costs for such services under the program.

Amends existing law which authorizes the Commission on Teacher Credentialing to issue certificates of bilingual-cross cultural competence to specified holders of credentials who will be serving limited-English proficient pupils. Authorizes the commission to issue authorization to those credential holders. Authorizes candidates to demonstrate certain examination abilities by completing an approved program that consists of coursework or a combination of coursework and examinations.
