Introduction to California Department Education's Paper
on Specific Learning Disability and CASP's Statement

Dramatic changes in the laws regulating the definition and assessment of specific learning disability (SLD) are being
proposed by the California Department of Education (CDE). The CDE's proposed changes to the Education
Code are found in its paper titled "Specific Learning Disability in California: A Critical Look at Severe Discrepancy
Criteria" printed in this issue of CASP
Today. The paper was presented to the Advisory Commission on Special Education on January
20. The Advisory Commission on Special Education guides the Govenor, the State Board of Education, the State Legislature,
and the CDE on special education issues and concerns. Also printed in this issue is the California Association of School
