-LEGISLATURE RETURNS FOR THE 2006 LEGISLATIVE SESSION-

The Legislature returned for the
2006 Legislative session on January 4, 2006. The Governor delivered his State
of the State address on January 5th, outlining a very ambitious
Strategic Growth Plan for California, including over $20 billion in school construction
and modernizations funds. The plan will expand capacity for 250,000 more
students and will modernize classrooms with cutting edge equipment, retrofit
buildings to meet current safety standards, and build new ones to make room for
the growing number of students.
The Governor releases his budget
on January 10, 2006. His budget will set the tone for the 2006 session and we
expect to see good news released. The Governor will fully fund Proposition 98,
meaning over $2 billion more will be spent on education than last year. On top
of that, the Governor proposes to spend an additional $1.6 billion; paying back
a portion of dollars he borrowed in past years to balance the budget. We will
share more detail on the Governor’s budget in the next issue of CASP Today.
2005 was a very chaotic year for
CASP and education in general in the Legislative arena, and we expect the same
in 2006. We hope that the Governor’s proposals will be a good starting point that
we could build on to make some positive changes for school psychologists in California. We thank everyone for the help and support during this last year and we look
forward to a productive year in 2006.
