The Role of CASP and the Politics of New IDEAs

Each CASP president faces organizational as well as political and professional issues that define the year. Whatever else happens, educational reform and the Reauthorization of IDEA continue to shape 2002-2003 for CASP, for the Board and for me. Against the backdrop of an unprecedented state fiscal crisis and Republican majorities in both the House and Senate, the educational community is now considering proposals that may represent the most significant change to the IDEA since the adoption of PL 94-142. I want to take this opportunity to provide an update regarding CASP IDEA activities, and offer a personal reflection regarding the relationship between policy change and the political process.
