Introduction

Specific learning disability (SLD) is one of thirteen eligibility categories in which Individualized Education Program teams (IEP) may qualify a student for special education services. IEP team determinations of SLD account for more than 60 percent of the California special education population, about 400,000 students in 1999. Special education demographics for ethnic and racial minorities demonstrate significant differences from their representation in the statewide public school population.
